Your answer shouldn’t be focused on one aspect. Both are of equal importance. Be diplomatic towards your answer. It should not be biased and should not result in compromising either of them, as both are equally important.

“I would present my customers with quality product. An inferior product could never satisfy a customer even though I present with excellent customer services.

Both the aspect work together. For a quality product, if I don't sell my product, it won't get sell by itself. An excellent customer service is also very important. It would help you to build your trust and relationship with the customers. It will help in creating brand awareness and also to address customer grievances and try decreasing their problems.”

The answer will help the employer to know about your communication skills. So be smart and polished while answering.
